Two distinct approaches are adopted for development of clusters, one focusing on setting up of induced clusters (Greenfield) and the other focusing on upgradation/ development, both aiming at plugging the critical gaps in the cluster to aid competitiveness. IL&FS Clusters is provides a range of services such as need assessment, identification of facilities / business activities, preparation of detailed project reports, and project structuring of electronic manufacturing clusters. The key focus is to forge strategic stakeholder partnerships, which would lend sustainability to the interventions:
Handloom and Handicraft
We have experience of working in the major handloom clusters across the country providing an array of services for integrated development of cluster enterprises encompassing infrastructure creation/ up gradation, skill & design development, product diversification, technology and market linkages. The programs aim to undertake the holistic development of these traditional clusters with livelihood promotion, productivity enhancement and market integration as the key drivers. This approach entails integrated development of the entire value chain, thereby addressing the key infrastructure, technology and capacity gaps and enabling the large base of skilled weavers to become commercially sustainable, access mainstream markets and enhance their livelihood opportunities.
We are closely with Kanpur leather cluster to address its competitiveness constraints under the aegis of a project sponsored by Small Industries Development Bank of India (SIDBI). Through its involvement with other clients like Up Leather Industries Association (UPLIA), Jajmau Tanners Association, Small Tanners Association, Government of India and Kanpur Unnao Leather cluster Development Company Ltd, we have been involved in upgradation of physical and environmental infrastructure, skill training and development of BDS providers for sustainability, and preparation of preliminary proposal and detailed project report.
Agri and Food Processing
We have several feasibility reports for the Ministry of Food Processing Industries (MoFPI), Government of India for the Scheme for Mega Food Parks on a pan India basis. In addition, we have also assisted MoFPI in preparation of Working Group Reports for 11th and 12th Five Year Plans. Additionally, we have conducted the feasibility study for MoFPI for setting up Strategic Distribution Centres (SDC), has been appointed to conduct feasibility for proposed Scheme for creation of Agro processing clusters, acting as Project Management Agency (PMA) for monitoring South Zone National Mission on Food Processing Initiatives, and Cold Chain, Value Addition & Preservation Infrastructure Scheme, MoFPI.
We provide detailed design & engineering, supervision and implementation services for plastic projects. These services including infrastructure layout, design, detailed engineering, preparation of cost estimates of the infrastructure facilities, bid documents, selection and appointment of contractors for specific activities to facilitate commencement of project execution. We also help in the preparation of all necessary documentation for submission to various ministries of Government of India (GoI) to facilitate release of funds under Scheme for Setting up Plastic Parks, and in establishing sustainable systems and contractual structures for effective operation and maintenance of the facilities/ assets after execution.
We are the Project Management Consultant (PMC) to Government of India, under the Scheme for Integrated Textile Parks (SITP) and is facilitating setting up of 36-textile cluster parks pan India. The projects are of diverse nature, spread across 10 states ranging from Brandix India Apparel Cluster at Vizag, with the largest FDI in textile sector to a Handloom Park being promoted by handloom weavers at Pochampally, Andhra Pradesh. We also encourage developers with land banks in creating value by developing modern industrial parks earning high returns in the process.
We are the Project Management Consultant (PMC) to the Department of AYUSH (DOA) under the Scheme of DOA for Development of AYUSH Clusters. As a PMC to DOA, we assist in need assessment through diagnostic studies, identification of potential entrepreneurs and projects, development of O&M framework, preparation of detailed project reports (DPR), assists the department in formulating a suitable strategy for implementation of the scheme, and provides other need based advisory services to the DoA in effective implementation of the Scheme.
We also provide consultancy services for setting up tourist hubs and provide services such as market study of tourism product to determine the activity mix, assist with concept development, and preparation of detailed project reports.
We have been engaged as the Project Development Advisor for the first of its kind Common Facility Centre for Indian Tools and Gauge Industry. The project, being developed on a cluster model, is expected to have an encouraging role in the development of the Tooling Industry SMEs which support the Automotive and Light Engineering companies present in the Pune Region. Facilities such as design cell, tool room, tool tryout and validation, Quality Testing laboratory, and skill development center have been planned for the CFC. The project is a pre-cursor to similar three additional facilities planned across India for providing impetus to the Tooling and Engineering sector. The Project aims at offering the small and medium players in the industry with an opportunity to try out and certify their tools, moulds and dies without investing in the high-value machinery. The successful implementation of the project is also expected to create a skilled workforce which will increase employment and investment opportunities in the region and industry as a whole.
